Initially, the Ministry focused on judicial reforms through dialogue with legal professionals and academic institutions. This included addressing controversies surrounding the jurisprudence exam, specifically regarding language barriers. Shasivari proposed consultative meetings with law faculty deans and student associations to discuss legal solutions, including the possibility of offering exams in English, Turkish, and Albanian to ensure a sustainable and constitutional framework. Following these efforts, the reform agenda expanded to include the digitalization of the justice system.
