Municipal legislatures across various Brazilian cities have engaged in leadership transitions and legislative debates.

In early October, several municipalities held elections for new boards of directors for the 2027/2028 biennium. In Cuiabá, Ilde Taques was elected president with unanimous support, following a term by Paula Calil that established the country’s first all-female board. Other local elections occurred in Carambeí and Vilhena, while in Ilhéus, the election of César Porto prompted calls for greater legislative independence from the Executive branch.

Recent leadership elections in the Sertão region saw Filemon Sampaio elected president in Petrolina following a 6 to 5 vote, while Osório Siqueira was reelected to lead the Petrolina chamber for a seventh term. Other regional reelections include Anderson Harlem in Santa Maria da Boa Vista and Rogério da Aldeia in Ouricuri. In Recife, the City Council is organizing elections for a new leadership board, with a coalition supported by the executive branch seeking consensus for a unified slate featuring Samuel Salazar as a presidential candidate.

Legislative bodies are also advancing local regulations. In Pouso Alegre, the City Council is accepting registrations for a public hearing on October 29 regarding Bill No. 8.337/2026, which aims to regulate alcohol consumption in public spaces. Meanwhile, in Porto Alegre, Councilman José Freitas has proposed legislation to relax rules regarding the removal, transplanting, and pruning of vegetation along waterways. If approved, the amendment to Complementary Law No. 757/2015 would facilitate dredging and macro-drainage works to combat urban flooding, provided environmental standards are maintained.
