Ayhan Barut, a Yeni Parti Adana deputy and member of the TBMM Agriculture, Forestry, and Rural Affairs Commission, has brought attention to bureaucratic challenges facing farmers in Adana. 

Barut reported that state-led land consolidation has altered land parcel and map information, complicating the process for farmers to update underground water well licenses issued by the State Hydraulic Works (DSİ). Under the new cadastral data, farmers are required to obtain consent from a majority of new landowners or heirs to update their permits. Barut argued that this burden should not be placed on producers for a process initiated by the state and has submitted a parliamentary inquiry to the Minister of Agriculture and Forestry seeking a resolution.
