The Brás commercial district in São Paulo has faced significant administrative and public order challenges. In late September, the Public Ministry of São Paulo (MPSP) recommended government intervention in the administration of the Feira da Madrugada do Brás. This recommendation targeted the concessionaire, Circuito de Compras, citing approximately R$ 163 million in debt, contractual irregularities, and a failure to meet required investments.

Following these administrative concerns, the inauguration of Shopping Sheik caused massive physical disorder. Driven by extreme low-price promotions—including advertisements for 32-inch televisions for R$ 20—crowds stretched as far as Avenida do Estado, with some customers waiting up to three days. The resulting chaos required the deployment of the Military Police and the Traffic Engineering Company (CET) to manage safety risks.

During the unrest, police used pepper spray to control the crowd, bus lines were diverted, and a bus stop was damaged. Reports indicated that some individuals fainted due to the congestion. The store owner, known as ‘Sheik do Preço Único’, apologized, stating the event exceeded his planned capacity of 500 people. Following the incident, authorities temporarily closed the establishment and prohibited similar flash promotions. The store has since reopened in an organized manner, though the owner stated that the extreme R$ 20 television promotion would not be repeated.
