The Pakistan Medical and Dental Council (PMDC) issued an order stating that no facilitation is permitted for Afghan nationals in the current academic session, requiring previously enrolled medical and dental students to return to Afghanistan due to “national policy directions.” International organizations have criticized the move; Amnesty International labeled it “discriminatory and arbitrary,” while Human Rights Watch highlighted the danger to Afghan women.

United Nations experts have urged Pakistan to halt forced deportations, emphasizing the principle of ‘non-refoulement.’ This follows broader deportation trends, with the UN Organization for International Migration reporting that over 2.68 million Afghans returned from Pakistan between September 2023 and August 2026. Approximately 1.6 million Afghans, including 160,000 undocumented refugees, remain in Pakistan.

Deportees have reported significant hardships, including being given little to no time to retrieve personal belongings, property, or business assets. Individual accounts describe the loss of vehicles, livestock, and household goods, while some financial assets remain unresolved. Upon arrival in Afghanistan, returnees have expressed urgent needs for shelter and employment.

In response to the ongoing repatriation process, UN Secretary-General Antonio Guterres stated that the UN is committed to working with Pakistan to ensure the return of Afghan refugees is conducted in a “voluntary, safe and dignified way.” Speaking in Islamabad, Guterres emphasized the necessity of upholding protection principles during the implementation of Pakistan’s Illegal Foreigners’ Repatriation Plan.
