Dumelang Saleshando, Chairperson of the SADC Parliamentary Forum Standing Committee, warned that nations must strengthen domestic resource mobilization to reduce reliance on foreign borrowing. He noted that many revenue and tax collection agencies remain inefficient due to a lack of technological modernization, adding that governments must ensure tax revenue is visibly utilized to build public trust.

To support these efforts, experts are advocating for data sovereignty—the ability to control and act on domestic economic information. Currently, much collected tax and transaction data remains unanalyzed within administrative silos. To bridge this gap, the UNU-WIDER model has established secure research data labs in South Africa, Uganda, and Zambia. These labs provide researchers with access to anonymized tax data in protected environments, offering insights to inform debates on corporate behavior and income tax design without compromising security.
