Albania has introduced legislative and structural changes to its state property and housing development models. The Ministry of Economy and Innovation released a draft law proposing a “free market housing program” where public institutions develop and sell housing at market prices to fund social housing initiatives. This proposal includes the creation of a Sovereign Guarantee for loans and allows local governments to create mixed-destination projects combining social, low-cost, and market-rate housing.

Complementing these legislative efforts, the state has implemented a public-private partnership model for developing state-owned property. Under this scheme, the state provides land and development rights in exchange for private investment in commercial spaces and public infrastructure, such as libraries or stadiums. This approach is intended to reduce national budget expenditures on renting facilities.

However, the implementation of these models has faced difficulties. While the Albanian Investment Corporation began international tenders for these projects, the program has struggled to attract sufficient private interest. Of 15 announced projects, only four have reached the contract stage, with others remaining in negotiation or being canceled due to market concerns regarding risk distribution and competition terms.
