Albania has faced significant cyber threats from state-linked actors, specifically Iran and Russia. A U.S. Department of State report identified these nations as primary sources of intrusions into Albanian government systems and noted that hostile foreign forces may seek to destabilize the country due to its ties with the United States.

In response to these challenges and a major cyber attack in July 2022 attributed to the Iranian regime, Albania implemented a massive digital transformation and established a new defense architecture. This shift included the creation of a professional cyber defense agency.

As a result of these security investments, Albania’s global standing has improved rapidly. After ranking 54th in 2023 and 15th in 2025, the country reached first place in the National Cyber Security Index (NCSI) with a score of 98.33, surpassing nations such as Canada and Estonia. Prime Minister Edi Rama described the achievement as a “historic success,” attributing the ascent to the comprehensive transformation of the nation’s digital defense architecture. The NCSI, produced by the e-Governance Academy, evaluates 155 countries based on 49 indicators across 12 capacities, including strategic, preventive, and responsive measures.
