The Junta de Andalucía and major trade unions, including UGT, CCOO, CSIF, and USTEA, have reached a preliminary agreement to update the VII Collective Agreement for the administration’s contract staff. This pact aims to modernize a labor framework that has remained largely unchanged since 2002. The agreement affects more than 21,000 workers and includes provisions for a horizontal professional career, a performance evaluation system, and the reclassification of job categories. To improve mobility and transparency, the deal establishes an open and permanent competition process and a single pool for temporary hiring. Further details of the agreement include salary increases applied retroactively from January 1, 2026, alongside improvements to working hours, teleworking options, and leave entitlements. The pact also reinstates early partial retirement in line with new state regulations and plans to phase in a performance evaluation system by 2029 to replace the current productivity bonus. ## Timeline ### 2026-09-24: Iberia and Iberia Express sign pilot agreement to stabilize Madrid hub Iberia and Iberia Express have reached a long-term agreement with pilots to ensure stability and expand the Madrid hub, while various Spanish regions announce significant labor and salary improvements. 8 sources. https://clstr.news/cluster/junta-de-andaluca-reaches-agreement-to-improve-conditions-for-21000-workers ### 2026-09-20: Junta de Andalucía and unions reach labor agreement The Junta de Andalucía and trade unions have reached a preliminary agreement to update the labor collective agreement for 21,000 professionals, introducing career development and improved shift pay. 21 sources. https://clstr.news/cluster/inturjoven-expands-student-and-teacher-housing-in-andalusia --- Cite as: Andalusia public administration labor agreement.
