Angola continues to pursue economic diplomacy and strategic partnerships to drive national development and economic diversification. President João Lourenço has engaged with European Union officials and international leaders to discuss the Lobito Corridor and the Global Gateway initiative. During the Angola Economic Forum (AEF), discussions have centered on regional integration, tourism, and the role of commercial banking in financing trade. At the 2026 forum, UNITA president Adalberto Costa Júnior urged Angolan entrepreneurs to lead economic development, noting that some wealthy national investors currently move resources abroad. To address agricultural stability, businessman Isaac Cangundo proposed a specialized grain exchange to improve price transparency and facilitate advance purchase contracts.

Efforts to bolster the investment climate have turned toward legal and institutional capacity. Jurist Carlos Feijó has called for updates to the Arbitration Law and better training for lawyers to manage investment disputes, particularly following the 2023 Angola-China Reciprocal Investment Promotion and Protection Agreement. Regarding regional integration, Anatólio Domingos of the Ministry of Industry and Commerce emphasized that joining the SADC Free Trade Area requires active market competition.

Bilateral relations with Portugal are also evolving. During her first official visit to Luanda, Portugal’s Secretary of State for Foreign Affairs and Cooperation, Ana Xavier, described Angola as an “irreplaceable strategic partner” for Portugal. Both nations are preparing a new Strategic Cooperation Program (PEC) for the 2027-2031 period, aiming for a more pragmatic and results-oriented framework. This follows the current 2023-2027 program, which has seen the execution of 70 million euros supplemented by 187 million euros in credits. Future cooperation is expected to focus on education, health, agriculture, and administrative modernization.
