The Australian Pesticides and Veterinary Medicines Authority (APVMA) is facing opposition from industry groups following a federal government proposal to overhaul its cost recovery structure. 

The plan aims to shift from recovering approximately 40 per cent of assessment costs through application fees to recovering 100 per cent upfront, while reducing ongoing sales-based levies. Industry groups, such as CropLife Australia, argue that these increased upfront costs may make certain registrations, particularly for horticultural crops and smaller markets, commercially unviable. A report by ACIL Allen warned that the changes could create a “no man’s land” where specific products become uneconomic, potentially limiting grower access to new chemistry and impacting productivity. The APVMA has defended the structure as a fairer method of cost recovery.
