In early July, Armenian politician Davit Ishkhanyan warned that Azerbaijan was increasing pressure on Armenia regarding the return of prisoners captured during the 2020 war. By early August, families of missing Armenians and a coalition of civil‑society, human‑rights and expert organisations had mobilised, meeting with security officials and debating protest actions.
