A series of targeted killings has struck personnel of the National Penitentiary and Prison Institute (INPEC) in Colombia. On October 13, official Bryan Rangel Saavedra was assassinated at a gas station in Cúcuta, Norte de Santander, while refueling his vehicle after a shift at the Modelo prison. The Cúcuta Mayor’s Office offered a reward for information, and Justice Minister Iván Cancino stated the government would pursue those responsible to prevent the “intimidation of prison system workers.”

Two days later, on October 15, another INPEC guard, Diego Acevedo Garzón, was killed by gunmen inside his commercial establishment in Girón, Santander. Reports indicate Acevedo Garzón may have been receiving threats for approximately two months prior to the attack. Following this second murder, the Governor of Santander convened a metropolitan security council to coordinate a response. These incidents have raised significant concerns regarding the security of personnel working within the national correctional system.
