Social Minister Korinna Schumann (SPÖ) has drafted a nationwide reorganization of social assistance in Austria, a proposal that remains subject to approval from federal states and coalition partners ÖVP and Neos.

A key component of the draft is the ‘Teilhabekarte’ (participation card), which would provide children from impoverished households with 300 euros annually for sports, culture, or leisure. This replaces previous proposals for a 700-euro monthly basic child security. The plan has drawn criticism from the FPÖ, which described it as a ‘political failure’ and a ‘bureaucratic monster’ that could lead to abuse and fails to address poverty roots.

Additionally, the ÖVP has criticized the draft for potentially allowing Vienna to maintain higher benefit rates than other states, creating a ‘magnet effect.’

Social welfare organizations Caritas and Volkshilfe have also voiced opposition. Caritas President Nora Tödtling-Musenbichler warned against a ‘downward leveling’ of support, noting that social assistance is a final safety net. Volkshilfe Director Fenninger stated the reform would ‘spectacularly miss’ the government’s goal of halving child poverty by 2030, raising concerns about mandatory in-kind benefits and cuts for able-bodied individuals.
