The new legislation implements a unified insurance principle, shifting from a system tied to previous salaries to one based on accumulated pension capital and standardized indexation. For the Ministry of Defense, the reform replaces position-based salaries with rank-based pay. It also establishes that the minimum salary for officers, ensigns, and midshipmen must not fall below the average civil servant salary, while stipulating that military personnel in combat operations receive double their standard monetary allowance.

Further updates to the Law on Labor Pensions introduce monthly fixed supplements for specific categories, including labor pensioners of retirement age, those with 81-100% functional impairment, and certain former high-ranking officials and state employees. To modernize administration, a proactive electronic system will be introduced to assign pensions and supplements automatically without requiring manual applications. Additionally, a differential indexing approach will be implemented to adjust labor pensions and pension capital based on their specific amounts.
