In early October, the President signed a decree appointing new judges to various courts of first instance. These appointments spanned criminal, administrative, commercial, and district courts across multiple regions, including Baku, Ganja, and Nakhchivan.

By mid-October, presidential activity expanded to include the awarding of scholarships to 102 students for the 2026-2027 academic year. Additionally, a decree was signed to establish the ‘Digital Communications’ information system. Managed by the Ministry of Digital Development and Transport, this system aims to enhance regulation and oversight within the telecommunications, postal, and information-communication technology sectors via the ‘Government Cloud’ framework.
