The Bali provincial government and Badung Regency administration are evaluating various mass transit options to address traffic congestion in southern Bali. Initial discussions included several alternatives such as subways, trams, and water taxis, alongside a Mass Rapid Transit (MRT) system.

Officials have since decided to pivot away from the expensive subway project, which carried an estimated investment cost of $20 billion, in favor of an Autonomous Rail Rapid Transit (ART) system. The ART, an autonomous electric tram, is viewed as a more cost-efficient and technologically accessible solution. The proposed project aims to connect I Gusti Ngurah Rai International Airport to the Canggu tourism area, with construction targeted to begin in 2027.

To support this transition, the provincial government is drafting a Gubernatorial Regulation (Pergub) to provide a legal framework for the project and the utilization of underground space, as current spatial planning rules do not yet account for these specific technologies.
