Bangladesh Bank has implemented several regulatory changes regarding foreign currency and banking access. Initially, the central bank expanded banking facilities for expatriates by updating policies for Non-Resident Convertible Taka Accounts (NRCTA). Under these new rules, expatriates can open accounts at any Authorized Dealer bank rather than being restricted to offshore banking units, with the ability to manage funds via e-banking and use them for domestic expenses, investments, or as loan collateral. These NRCTA facilities allow overseas Bangladeshis to hold Taka deposits, use funds within the country, and freely repatriate both principal and interest for purposes such as family support or local real estate and share investments.

Subsequently, new regulations were introduced to support the tourism and retail sectors. Businesses such as hotels, resorts, restaurants, and shopping malls are permitted to retain up to 15 percent of foreign currency earned from international card payments and other approved instruments to settle foreign exchange liabilities. The remaining 85 percent of such earnings must be converted into local currency. This measure is intended to encourage the use of international payment systems and facilitate services for foreign tourists, with authorized dealer banks instructed to ensure businesses are equipped to accept these payment methods.
