The Basque Government is implementing various financial strategies to support regional economic stability and industrial retention. An overarching policy aimed at anchoring companies to the territory has facilitated corporate transactions exceeding €6 billion in value over a five-year period, involving major firms such as ITP Aero, Talgo, and Iberdrola.

Building on these economic efforts, the government has launched the ‘Lehiatu Inversión’ program, allocating 14.7 million euros to the agricultural, food, and forestry sectors. This includes initiatives like ‘Lehiatu Nekazari’, ‘Lehiatu Egurra’, ‘Lehiatu Ekologikoa’, and ‘Lehiatu Ekoizpen’. Furthering innovation, the Ikerbat program will allocate 2.7 million euros in 2026 to support R&D in the bioeconomy and food sectors.

To drive digital transformation, the government has introduced two non-repayable grant programs totaling 28 million euros for small and medium-sized enterprises (SMEs). One 14-million-euro program focuses on integrating artificial intelligence into industrial processes, while a second 14-million-euro program targets industrial cybersecurity. Eligible companies may receive subsidies covering up to 60% of qualifying expenses, with a maximum grant of 100,000 euros per business.

In addition to digital efforts, the government is advancing energy infrastructure to meet 2030 goals. Currently, 21 battery energy storage system (BESS) projects are in the administrative process in Euskadi, with six already authorized. These projects are expected to reach a total storage capacity of 1,403.326 MWh. Furthermore, planned investments in the Basque electrical distribution grid, provided by Iberdrola’s distributor i-DE, will increase to over 153 million euros by 2027 to support industrial electrification and decarbonization.
