In late July 2026, the Greater Bengaluru Authority (GBA) intensified its “Freedom from Waste” drive, ordering owners of all vacant plots to clear garbage, vegetation, and debris by 15 August 2026. Under Clause 18 of the 2020 Solid Waste Management Bye-laws and Section 285(2) of the 2024 Greater Bengaluru Governance Act, first-offence fines are set at ₹25,000, with repeat breaches incurring ₹50,000 to ₹1 lakh in penalties.

If owners fail to comply, city corporations will undertake the cleanup and recover costs through property tax bills under the Karnataka Land Revenue Act 1964. The GBA has released a schedule of charges based on site dimensions; for example, a 4,000 sq ft site with a compound wall may face combined cleaning and transportation fees of approximately ₹1,75,700, while 600 sq ft plots face charges starting around ₹25,900.

These measures have drawn political criticism. BJP opposition leader R Ashoka characterized the additional fees as “illegal” and an attempt to “loot Bengaluru,” arguing they constitute double taxation. 

Separately, the Bengaluru North City Corporation filed a police complaint against four individuals for dumping waste at a recently cleaned blackspot on 7th Main Road, Banaswadi. An FIR was lodged under Section 280 of the Bharatiya Nyaya Sanhita. The incident has fueled ongoing debate regarding the state’s reliance on punitive enforcement while broader waste-collection infrastructure remains inadequate.
