Located in Rinia Park, the proposed mixed-use development is designed to integrate residential units, office spaces, a hotel, and cultural facilities. The design features a cloud-shaped structure elevated approximately 20 metres above the ground on a network of slender white columns. This elevation is intended to preserve ground-level greenery and pedestrian movement, creating over 1,000 square metres of covered public space. Sustainability is a core component of the proposal, which includes a closed-loop system for rainwater collection and reuse for irrigation and flood mitigation. A notable feature is an ‘inverted fountain’ designed to mimic rainfall, which, alongside the preservation of the existing historic fountain, aims to improve local microclimatic conditions. ## Timeline ### 2026-10-16: Bjarke Ingels Group unveils floating skyscraper design for Tirana Bjarke Ingels Group has won the competition to design Tirana Fountain Plaza in Albania, featuring an elevated, cloud-shaped skyscraper that integrates residential and cultural spaces with public parkland. 2 sources. https://clstr.news/cluster/bjarke-ingels-group-unveils-floating-skyscraper-design-for-tirana ### 2026-10-13: Bjarke Ingels Group wins Tirana Fountain Plaza design competition Bjarke Ingels Group has won the competition for Tirana's Fountain Plaza, proposing a cloud-like mixed-use complex that floats above Rinia Park on slender columns to preserve public space. 2 sources. https://clstr.news/cluster/bjarke-ingels-group-wins-tirana-fountain-plaza-design-competition --- Cite as: Bjarke Ingels Group Tirana Fountain Plaza design.
