Bolivia is facing an energy and fuel crisis, prompting various political actors to propose structural reforms to the nation's hydrocarbon and economic sectors.

President Rodrigo Paz announced plans to introduce a new Hydrocarbons Law to the Legislative Assembly by September. The reform aims to revitalize energy production by increasing the exploration of gas, oil, and fuels to reduce import dependence. A central part of this plan involves restructuring the state-owned company YPFB, shifting its focus from commercialization toward active exploration and reserve discovery. President Paz criticized previous management of infrastructure, such as the Carlos Villegas Quiroga Separation Plant, describing the lack of results relative to public investment as a “circus”.

In response to the ongoing crisis, former President Jorge ‘Tuto’ Quiroga, leader of the Libre alliance, has proposed a partial reform of the Political Constitution of the State. Quiroga argued that structural changes are required to attract foreign investment into hydrocarbons, mining, and lithium. His proposal specifically aims to provide legal security and establish international arbitration mechanisms for disputes between the state and foreign companies.

Quiroga warned that current shortages in diesel and gasoline could serve as precursors to broader shortages in liquefied petroleum gas (LPG), electricity, and natural gas, impacting households and industrial hubs in Cochabamba, Santa Cruz, Sucre, and El Alto. His platform also includes administrative justice reform and increased decentralization to mitigate the risks of economic instability and centralism.
