Developments: 2. The Municipality of Bologna initially issued an ordinance prohibiting the activation of residential heating systems until November 1. This measure, part of the Integrated Regional Air Plan (PAIR 2030), aimed to reduce pollutant emissions and improve air quality in the Emilia-Romagna region. The policy faced criticism as temperatures dropped, with nighttime lows reaching 8 degrees Celsius. In response to the cold, municipalities including Bologna and San Lazzaro authorized the early activation of domestic heating systems starting October 27 to protect vulnerable populations. Under the revised Bologna ordinance, heating is permitted until October 31 for a maximum of 7 hours per day between 5:00 and 23:00. This decision serves as a “derogation from the regional anti-smog plan (Pair 2030)” to protect vulnerable groups such as children and the elderly. After this period, systems may operate for up to 13 hours daily until April 15. Residents are advised to use heating only if indoor temperatures fall below 19 degrees Celsius in homes and offices, or 17 degrees in industrial and artisanal settings. In San Lazzaro, heating was authorized as optional starting October 27, with usage limited to 6 hours per day until October 31, though these restrictions do not apply to systems powered entirely by electric heat pumps. ## Timeline ### 2026-10-26: Bologna authorizes early heating activation due to temperature drop Bologna has authorized the optional use of heating systems starting October 27, five days earlier than planned, to protect vulnerable citizens from falling temperatures. 6 sources. https://clstr.news/cluster/bologna-and-san-lazzaro-authorize-early-heating-activation ### 2026-10-23: Bologna heating restrictions spark debate amid falling temperatures Bologna has prohibited residential heating until November 1 to meet regional air quality goals, despite recent temperature drops. 12 sources. https://clstr.news/cluster/home-heating-maintenance-tips-for-radiator-efficiency --- Cite as: Bologna residential heating restrictions.
