In early July, Croatia and the Federation of Bosnia-Herzegovina made several interim appointments to state-owned enterprise boards and government roles. Croatia also established advisory councils for civil society in Dubrovnik and for the diaspora in Zagreb.

In Bosnia-Herzegovina, political and judicial tensions persist. In May, HDZ BiH leaders called for electoral reforms to ensure Croat representation in the Presidency. He also defended the registration of Serbian-owned property in RS and praised Prime Minister Savo Minic. By August, Dodik emphasized the unity between Serbia and Republika Srpska, while Deputy Defense Minister Aleksandar Goganić warned of institutional responses to remarks perceived as insulting to the Serbian people.
