Brazil’s Minister of Fishing and Aquaculture, Edipo Araujo, has conducted several initiatives to strengthen the nation’s fishing and aquaculture sectors through regional visits and international partnerships.

In the states of Ceará and Bahia, the Minister focused on supporting artisanal fishers and shellfish gatherers. In Salvador, Bahia, Araujo promoted ‘Pronaf Azul,’ a credit line within the Safra Plan offering interest rates between 0.5% and 2% through modalities such as Pronaf B, Pronaf Mais Alimentos, and Pronaf Custeio. He also inspected the Embrapa ‘Sisteminha’ initiative in Camaçari, which integrates tilapia farming with vegetable production to enhance food security.

In the Amazon, the Ministry of Fisheries and Aquaculture (MPA) partnered with the UK’s Centre for Environment, Fisheries and Aquaculture Science (Cefas) for a technical mission from October 5 to 9, 2026, to promote the sustainable development of the ornamental aquatic organism chain.

Legislative and financial efforts continue to expand. The Chamber of Deputies is reviewing Bill 3194/26, which proposes the creation of the National Program for Infrastructure, Safeguarding, and Processing of Continental Artisanal Fishing (Propesca-Infra). To support modernization, the MPA and Finep are managing a R$ 120 million allocation for innovation projects, including efficient vessels, low-consumption refrigeration, and improved thermal packaging.

Recent administrative updates include the transition of ‘Seguro-Defeso’ benefit management from the National Social Security Institute (INSS) to the Ministry of Labor and Employment (MTE). A new application window now allows professionals to request aid from 30 days before to 90 days after the fishing moratorium begins. Additionally, aquaculture professionals in Caraguatatuba have been advised to regularize their General Registry of Fishing Activity (RGP) by December 31 to ensure legal security.
