Brazil is advancing initiatives to improve inclusion and support for individuals with disabilities through national policy and specialized institutional efforts.

The Ministry of Education has formalized the National Policy for Special Inclusive Education (PNEEI) via Decree No. 12,686/2025 and MEC Ordinance No. 421/2026. This policy aims to strengthen support for students with disabilities, autism spectrum disorder (ASD), and high abilities or giftedness. It establishes the National Network for Special Inclusive Education (RENEEI) to coordinate efforts across the education, health, and social assistance sectors.

Efforts to support the visually impaired continue through professional and technological means, such as the Dorina Nowill Foundation and assistive technologies like the Dosvox system. Additionally, programs like Qualifica SP provide vocational training to support economic development.

Social awareness is further promoted through the National Week of Persons with Intellectual and Multiple Disabilities, established by Law No. 13.585. During the 2026 observance from August 21 to 28, regional activities focused on combating stereotypes and promoting rights.

In late August 2026, legislative efforts expanded to support educators. The Chamber of Deputies’ Committee on the Defense of the Rights of Persons with Disabilities approved a bill to establish a national program for basic education teachers working with special education students. Reported by Deputy Márcio Jerry, the proposal intends to provide continuous training, accessible pedagogical materials, and technical or financial support from the Union to federative entities. The goal is to eliminate pedagogical and attitudinal barriers to promote student participation in regular classrooms.
