Research conducted by the Pontifícia Universidade Católica do Paraná (PUCPR) identified significant deficiencies in Brazil’s SMS-based disaster alert system. An analysis of over 73,000 messages sent between 2018 and 2023 found that only 1.83% of alerts included all essential communication elements. The study highlighted that the 160-character limit of SMS hindered the delivery of specific instructions, precise locations, and situational clarity.

In response to the need for more effective communication, Brazil’s Civil Defense has implemented Cell Broadcast technology. This system utilizes 4G and 5G networks to send alerts directly to mobile devices in targeted areas, bypassing silent modes and requiring no user registration. The Ministry of Integration and Regional Development (MIDR) triggers these alerts based on real-time meteorological assessments of imminent risks, such as intense rainfall. While Cell Broadcast provides a high-intrusiveness method for urgent warnings, the state Civil Defense continues to offer a free SMS service via zip code registration.
