The ENCCEJA PPL exams, a national program in Brazil designed to provide elementary and high school certification for incarcerated individuals, have seen implementation and growth across different states.

In Rio Grande do Norte, the Secretariat of Penitentiary Administration (SEAP) and the Ministry of Education (MEC) conducted exams for 3,181 registered participants. This year’s process introduced a new anti-fraud measure using biometric facial recognition integrated into the Integrated Penitentiary Administration System (SIAPEN).

In Minas Gerais, the program reached a historic milestone with 16,185 applicants. Testing was carried out across 149 prison units and 18 socio-educational units for adolescents. The state also implemented preparatory classes for the first time. Data indicates an upward trend in academic success, with approval rates rising from 17.20% during the 2020/21 period to 30.85% in 2025.
