Organized by the National Confederation of Municipalities, the meeting addressed risk management and emergency response, specifically focusing on the impacts of climate change and the El Niño phenomenon. Data shared during the event indicated that recent climate events, including heatwaves, droughts, and floods, had affected over 6.9 million Brazilians and caused losses exceeding 3 billion reais. Following these national discussions, civil defense agencies in the Rio de Janeiro region transitioned to practical applications through emergency simulation exercises. In Belford Roxo, drills focused on flooding scenarios and evacuation routes. In Duque de Caxias, operational simulations involving state and federal authorities tested equipment such as sirens, boats, and generators to prepare for landslides and inundations in geologically sensitive areas driven by El Niño-related weather patterns. ## Timeline ### 2026-10-23: Civil Defense agencies in Rio de Janeiro conduct emergency drills Civil Defense agencies in Belford Roxo and Duque de Caxias, Brazil, conducted emergency drills to prepare for flooding, landslides, and El Niño-related weather events. 3 sources. https://clstr.news/cluster/civil-defense-agencies-in-rio-de-janeiro-conduct-emergency-drills ### 2026-10-13: Municipal civil defenses attend national disaster prevention meeting Municipal civil defense teams from Italva and Candeias attended a national meeting in Brasília to discuss disaster prevention and the economic and social impacts of El Niño and climate change in Brazil. 3 sources. https://clstr.news/cluster/municipal-civil-defenses-attend-national-disaster-prevention-meeting --- Cite as: Brazil municipal disaster prevention and preparedness.
