President Luiz Inácio Lula da Silva signed a decree establishing a legal framework for the electronic games industry in Brazil, officially recognizing video games as cultural products and interactive audiovisual works. This regulation grants the sector access to federal funding mechanisms, such as the Rouanet and Audiovisual Laws.

To support the industry, the government announced several financial initiatives, including approximately 460 million reais in credits for the audiovisual sector, 200 million reais for startups and innovation, and additional funds for infrastructure and independent production. The framework also includes the creation of ‘Game Brasil,’ a public platform for cataloging and promoting national productions for use in education, research, and health.

Educational and administrative measures were also introduced, such as the creation of 230 undergraduate game development vacancies across five federal universities and the empowerment of the Brazilian Patent and Trademark Office to improve intellectual property registration. The decree further aims to simplify the importation of development tools and implement protections for children and adolescents regarding digital safety and microtransactions.
