The National Association of Federal Police Delegates (ADPF) requested the recusal of Prosecutor General Paulo Gonet from investigations involving the Banco Master case. This request followed a Federal Police report that linked Gonet and Supreme Court Minister Alexandre de Moraes to businessman Daniel Vorcaro. The ADPF argued that Gonet’s subsequent investigation into the Federal Police regarding the report’s production had an “objective intimidating effect” on investigators.

Following these developments, the Superior Council of the Federal Public Ministry (MPF) scheduled a meeting to analyze whether mentions of Gonet in messages sent by Vorcaro compromise the Prosecutor General’s impartiality. These messages were uncovered during ‘Operação Compliance Zero,’ a probe into corruption and financial fraud. In one instance, Vorcaro reportedly messaged Minister de Moraes stating, “We cannot reverse this with Paulo and Andrei,” which investigators identified as a reference to Gonet and Federal Police Director-General Andrei Rodrigues.

Gonet has denied any personal relationship or friendship with Vorcaro, testifying to the Supreme Federal Court that he met the businessman only once during a brief encounter at a legal panel in London.
