The Brazilian Senate has been engaged in legislative discussions regarding social and economic policy oversight and fiscal structures.

In late August, the Senate Social Affairs Commission (CAS) debated Bill 4.035/2023. This proposal seeks to designate August as a month for the National Congress to focus on analyzing and overseeing federal social public policies, while also establishing it as the ‘National Month for Combating Social Inequality and Addressing Poverty’. This proposal establishes differentiated employer social security contribution rates for municipalities based on their GDP per capita. The approved text creates five tiers ranging from 8% for the 20% of municipalities with the lowest GDP per capita to 18% for the 20% with the highest. The measure, intended to align contributions with local economic realities, now moves to the Constitution and Justice Commission (CCJ) for further analysis.
