The Special State Prosecutor's Office (SDT) has initiated an investigation into the Municipality of Budva concerning the 7.1 million euro purchase of a dilapidated building previously owned by Jugoslovensko rječno brodarstvo (JRB). 

The inquiry follows a criminal complaint filed by Đorđe Zenović, leader of the ‘Pokret za grad’ movement, alleging that the transaction—which reportedly excluded 5,454 square meters of surrounding land—caused multi-million euro damages to the city budget. Prosecutor Ana Perović Vojinović is leading the investigation into potential crimes, including organized fraud, falsification of official documents, and abuse of official position. The legal proceedings involve the bankruptcy administrator of ‘Vektra Montenegro’ and a property appraiser.
