Bulgaria continues to face upward pressure on fuel prices, driven by geopolitical tensions and supply-side constraints. Diesel prices are approaching the critical 2-euro per litre threshold, with some locations reaching 1.90 euros. This trend is part of a broader 22.2% annual increase in fuel costs recorded in July, which significantly outpaces the EU average of 16.9%.

Experts from the Petroleum and Gas Association have clarified that while fuel remains available and local refineries can meet domestic demand, the primary challenge is cost rather than availability. The rising prices are attributed to a global diesel shortage caused by reduced Russian exports following refinery strikes and supply constraints near the Strait of Hormuz.

These energy costs are coinciding with significant price increases in other sectors, particularly tourism in Black Sea coastal regions, where consumers have reported high costs for basic services. 

As of September, political pressure is mounting for government intervention. Asen Vassilev, leader of the ‘We Continue the Change’ party, has urged the government to reintroduce fuel discounts similar to those implemented in 2022. Vassilev noted that current diesel and gasoline prices are significantly higher than in previous periods of similar oil costs, suggesting potential issues with pricing structures. 

Industry expert Dimitar Hadjimitrov predicts a noticeable increase in mass fuel prices over the next two to three weeks, driven by a shortage of refined products and increased international demand, including from China. Hadjimitrov forecasts that diesel could reach approximately 2 euros per liter, while mass gasoline may rise to around 1.70 euros per liter.
