Bulgaria’s Ministry of Regional Development and Public Works has launched an initiative titled ‘The Regions Speak’ to address critical infrastructure issues. Minister Ivan Shishkov began the campaign with a working tour of Northeastern and Northern Bulgaria, including Varna, Dobrich, Shumen, and Pleven, to inspect the national road network, illegal construction, and water and sewage (ViK) infrastructure.

In Varna, officials inspected illegal construction in the ‘Baba Alino’ area, while discussions in Dobrich focused on a severe water supply crisis. The tour also addressed road safety on the I-4 national road. Following these inspections, the ministry announced a comprehensive audit of the water and sanitation sector. This includes the development of a national interactive digital map to track infrastructure conditions, water losses, recurring accidents, and operator financial status to prioritize investments based on technical risk.

Minister Shishkov has also initiated an investigation into the financial management of state-owned water companies, specifically looking for financial ‘leaks’ in contracts and electricity procurement. Deputy Minister Pavleta Pelovska characterized the state of the water sector as ‘pre-infarction,’ noting that poor pipeline conditions pose a risk of widespread water loss during accidents. Shishkov announced that data regarding identified issues within the ‘Bulgarian Water Holding’ system would be made public on August 20.

The initiative has since expanded to include inspections of major highway projects, such as the Ruse–Veliko Tarnovo motorway and section 4 of the Hemus motorway, as the ministry continues to identify local issues requiring municipal support.
