Burkina Faso is advancing the implementation of its 2026-2030 Recovery Plan, also known as the RELANCE Plan. 

Initial efforts focused on strengthening the national statistical infrastructure. The National Institute of Statistics and Demography (INSD) worked to validate the 2027 National Statistical Program and implement a 5th Statistical Master Plan estimated at 96.689 billion CFA francs. Officials noted that developing a reliable statistical system is a matter of “national sovereignty” to better guide public policy.

To fund the RELANCE Plan, which has an estimated cost of 36 trillion CFA francs, the Ministry of Economy and Finance has intensified coordination with the financial sector. Minister Aboubakar Nacanabo met with professional associations of banks and microfinance entities to encourage their involvement in financing large-scale state investments in health and education through public-private partnerships. Additionally, the Caisse des Dépôts et d’Investissements du Burkina Faso (CDI-BF) held sessions with banking and management companies to discuss the mobilization and transfer of regulated public resources under Law No. 039/2023/ALT.

Fiscal data for the first half of 2026 indicates strong revenue performance, with budgetary revenues reaching 1,972.85 billion FCFA by June 30, exceeding the semiannual target by approximately 21.97%. 

Regarding infrastructure, the government addressed rising maintenance costs for public buildings, which grew from 8.78 billion FCFA in 2023 to 18.8 billion FCFA in 2025. To manage these assets, the Council of Ministers approved the creation of Faso Sanya, a new administrative public establishment dedicated to the upkeep, cleanliness, and repair of state-owned infrastructure, including water and electrical systems.
