In Romania, legislative developments have focused on both administrative requirements and fiscal adjustments. A draft law has been proposed to mandate legal representation for various processes, such as drafting employment contracts and company registrations. Business groups, including Romanian Business Leaders, have warned that this could impose annual costs exceeding 100 million euros, potentially reaching 800 million euros if applied broadly to all contract modifications.

To align with European Union regulations, the Romanian government introduced an emergency ordinance, often called the “train ordinance,” which includes several fiscal and budgetary measures. A primary component is the elimination of the 25 lei national logistics tax for parcels arriving from outside the EU, effective November 1, 2026. This change is intended to prevent double taxation, as non-EU parcels will instead be subject to a 3 euro customs fee per category and a 2 euro processing fee per article under the new EU framework. The government stated that sums collected after November 1 for eligible parcels must be refunded to consumers within 30 days.

Additional measures in the ordinance include postponing sanctions for merchants failing to include mandatory QR codes on fiscal receipts until October 31, 2027, and extending the deadline for funding teaching career cards until December 31, 2026. The package also provides up to 300 million lei in loans to local authorities for heating services and fuel procurement for the 2026-2027 winter season, while simplifying the sale of confiscated state goods through online platforms.

In Hungary, the government proposed reducing business burdens by eliminating the mandatory 5,000 HUF annual economic chamber contribution starting January 1, 2027, though chamber registration requirements will persist.
