The Canadian Dental Care Plan (CDCP) provides tiered coverage for residents without private or public insurance, prioritizing low-to-middle-income families. Routine services like cleanings and X-rays are heavily covered, with the lowest income bracket often receiving 100% coverage, while intermediate earners pay modest co-payments. Complex procedures, such as crowns or oral surgeries, are eligible for partial reimbursement, though these incur higher out-of-pocket costs. To assist with planning, clinics can submit prior estimates to the federal program to clarify reimbursement amounts.

As the program has expanded from seniors to include children, adults with disabilities, and adults with household incomes under $90,000, approximately 6.5 million of the nine million eligible individuals have enrolled.

However, a report from the Canadian Dental Association (CDA) has identified significant challenges. The CDA notes that political descriptions of the initiative as ‘free dental care’ have caused widespread public confusion. Key issues include claims being denied without explanation and the use of set fee schedules that the CDA claims are often below actual treatment costs, leading to unexpected bills. Furthermore, those in the highest income bracket must pay 60 per cent of their fees.
