Canada is experiencing heightened internal instability driven by separatist movements in Quebec and Alberta. Following the October 5 provincial elections, the Parti Québécois (PQ) returned to power in Quebec. While incoming Premier Paul St-Pierre Plamondon has pledged to hold a referendum on Quebec independence, he previously noted that such a move might be delayed due to external instabilities, such as trade standoffs with the United States. Some reports suggest a potential delay for a third referendum until after January 2029.

In addition to Quebec, Alberta has taken procedural steps toward a potential secession referendum. Legal experts have criticized the federal government, led by Prime Minister Mark Carney, for prioritizing international associations with the European Union over these pressing domestic constitutional challenges.

Concurrently, the Canadian government is addressing sovereignty and security risks. The Department of National Defence has begun restructuring for homeland defence, including plans to create a new ‘2nd Division’ and significantly increase reserve forces to manage potential security risks.
