The Benito Juárez City Council is implementing long-term urban planning initiatives in Cancún to improve accessibility and mobility. Initially, the Municipal Institute of Urban Development Planning (Implan) outlined a 50-year transition toward a “proximity city” model, supported by ONU-Habitat. This plan aims to allow residents to reach essential services, education, and commerce within a 15-minute walk, bike ride, or transit trip.

Following the diagnostic phase, the municipality moved toward updating its Municipal Development Plan (PMD) for 2024-2027. After public consultations, the COPLADEMUN committee approved a streamlined version of the plan focusing on circular economy, care systems, and anti-corruption. To complement these urban shifts, Mayor Ana Paty Peralta announced the creation of a new municipal department dedicated to strengthening active mobility and micromobility, such as bicycle infrastructure.
