The Cartagena City Council is pursuing strategies to increase the availability of public and affordable housing through direct intervention in land management and urban development. Initially, Mayor Noelia Arroyo petitioned the central government to request that land held by the real estate entity Sareb be transferred to the municipality free of charge. The Mayor argued for equal treatment compared to other municipalities, such as Mula, which reportedly secured land for affordable housing without purchase costs, whereas Cartagena was offered plots at prices exceeding two million euros. Following these efforts, the City Council proposed a public takeover of the Buenos Aires urbanization project in Los Molinos Marfagones. This project, which has been stalled since 2008, aims to unlock the development of 1,430 protected housing units. The municipality intends to transition the project from a private initiative to a public one, citing a lack of response from owners and holding Sareb responsible for the current deadlock. ## Timeline ### 2026-10-20: Cartagena proposes public takeover of Buenos Aires urban project Cartagena officials plan to transition the Buenos Aires urbanization project to a public initiative to complete 1,430 protected housing units stalled since 2008. 3 sources. https://clstr.news/cluster/cartagena-proposes-public-takeover-of-buenos-aires-urban-project ### 2026-10-14: Cartagena seeks free land from Sareb for public housing Cartagena's mayor is requesting free land from Sareb for public housing, citing a precedent in Mula where similar land was granted without cost. 3 sources. https://clstr.news/cluster/cartagena-seeks-free-land-from-sareb-for-public-housing --- Cite as: Cartagena municipal housing and land development efforts.
