Following drone attacks on tankers and the Caspian Sea oil pipeline, the Kremlin characterized the strikes as “terrorism in the energy sector” and “international terrorist attacks.” Russian officials noted the incidents posed serious risks and involved infrastructure with investors from Kazakhstan and the United States.

While the Union of Caspian Sea Oil Pipeline reported that facilities remained operational after a temporary suspension of shipments, the attacks had previously disrupted maritime activity and reduced oil flows. 

Subsequently, Ukraine reached an agreement with the United States to cease attacks on the Russian terminal of the Caspian Pipeline Consortium (CPC). Under this agreement, Ukraine will refrain from targeting CPC infrastructure or non-Russian vessels bound for the terminal, provided they are not subject to Ukrainian sanctions or carrying prohibited cargo. The arrangement includes establishing contact points to allow commercial shipping companies to communicate information and ensure safe passage, aiming to stabilize regional energy exports.
