In August 2026, the Chihuahua Secretariat of Innovation and Economic Development, via the Institute for Technological Economic Development Support (INADET), launched a semiconductor training scholarship program in collaboration with Arizona State University. The initiative provides 20 scholarships valued at 6,000 USD each to support professionals in Assembly, Test, and Packaging (ATP) co-design. This program aims to support the local ecosystem in Ciudad Juárez, which produces approximately 80 percent of the region’s semiconductors. Following this, the state government announced the second generation of the ‘Development of Chihuahuan Talents in Taiwan’ program.
