The Chihuahua state government is implementing international educational initiatives to bolster technical talent in the manufacturing and technology sectors.

In August 2026, the Chihuahua Secretariat of Innovation and Economic Development, via the Institute for Technological Economic Development Support (INADET), launched a semiconductor training scholarship program in collaboration with Arizona State University. The initiative provides 20 scholarships valued at 6,000 USD each to support professionals in Assembly, Test, and Packaging (ATP) co-design. This program aims to support the local ecosystem in Ciudad Juárez, which produces approximately 80 percent of the region’s semiconductors.

Following this, the state government announced the second generation of the ‘Development of Chihuahuan Talents in Taiwan’ program. With an investment of 11.5 million pesos, 15 students will undergo specialized training in Smart Manufacturing Automation and Artificial Intelligence at the Southern Taiwan University of Science and Technology, including an internship at the Industrial Technology Research Institute (ITRI). This program builds upon a previous generation of 22 students to enhance regional productivity through advanced knowledge in mechatronics and the Internet of Things.
