Developments: 2. The dispute between Chișinău municipal authorities and Termoelectrica over heating network repairs near Cathedral Square has escalated into a political confrontation. While Termoelectrica maintains that urgent excavations are necessary to address a confirmed underground pipe failure before the heating season, Mayor Ion Ceban has accused the company of performing illegal works without proper permits. The tension resulted in police escorting Pavel Movilă, the vice-mayor of the Buiucani sector, to a station following allegations of interference. Mayor Ceban has characterized the police intervention as being conducted under ‘political orders’ from the ruling PAS party, a claim for which he has provided no evidence. Representatives of the PAS party have dismissed the Mayor’s allegations as ‘political PR.’ Amidst the unrest, several media organizations, including the Center for Independent Journalism, condemned verbal attacks by municipal councilor Ion Bulgac against journalist Viorica Tătaru, noting the councilor used offensive language when questioned about the situation in the square. ## Timeline ### 2026-10-06: Chisinau authorities and Termoelectrica clash over Cathedral Square repairs Tensions have escalated in Chisinau's Cathedral Square as Mayor Ion Ceban and Termoelectrica clash over unauthorized heating pipe repairs, involving police intervention and allegations of political interference 10 sources. https://clstr.news/cluster/chiinu-authorities-and-termoelectrica-clash-over-cathedral-square-works ### 2026-09-30: Termoelectrica seeks urgent repairs for Chișinău thermal network Termoelectrica warns that urgent repairs to a thermal network defect near Chișinău's Cathedral Square must be completed by October 15 to ensure stable heating for the upcoming season. 4 sources. https://clstr.news/cluster/termoelectrica-seeks-urgent-repairs-for-chiinu-thermal-network --- Cite as: Chișinău thermal network repair dispute.
