This initiative includes upgrading retail infrastructure, encouraging brand expansion through simplified licensing, and integrating commerce with culture, tourism, and sports. The plan also seeks to repurpose idle assets for elderly care and childcare services.

Expanding on these efforts, seven government departments issued a directive to cultivate trillion-yuan markets in green, intelligent, and health-related sectors by 2030. This includes boosting durable goods consumption, such as automobiles and home appliances, by removing unreasonable purchase restrictions. To fund these transitions, China plans to allocate approximately 250 billion yuan in ultra-long-term special treasury bonds for consumer goods exchange programs, alongside a 100 billion yuan special fiscal-financial coordination fund.
