Mexican President Claudia Sheinbaum Pardo has initiated a series of inaugurations for the Universidad Nacional Rosario Castellanos (UNRC) to expand access to free public higher education.

On October 11, Sheinbaum inaugurated the Nicolás Romero Academic Unit in the State of Mexico, designed to serve 800 students. On October 31, she inaugurated the Tecozautla campus in Hidalgo, which began operations with approximately 300 students in programs including Community Tourism, Medicine, Administration and Commerce, and Law and Criminology. The Hidalgo expansion includes plans for additional buildings and a medical school, with intentions to add an Agroecological Sciences and Sustainable Livestock degree by 2027.

During her visit to Tecozautla, Sheinbaum reaffirmed her goal to double the UNRC enrollment from 120,000 to 240,000 students by the end of her administration, specifically targeting 2030. This expansion utilizes in-person, semi-presential, and distance learning models. She also announced that construction for a new UNRC campus in Celaya, Guanajuato, is scheduled to begin in 2027.

In Guanajuato, Sheinbaum ordered the elimination of school fees at the local CBTIS 198 technical high school, stating the federal government will cover these costs. In Michoacán, the state government is investing over 262 million pesos to construct and consolidate three UNRC campuses in Múgica, Zacapu, and Zitácuaro.

To address medical personnel shortages in states like Sinaloa and Michoacán, the federal government announced it will increase enrollment for medicine and nursing programs at the Universidades para el Bienestar Benito Juárez and the UNRC. This strategy includes constructing new campuses in Tecozautla, Hidalgo, and Umán, Yucatán. UNRC students begin hospital practices in their second year and perform social service at public institutes such as IMSS and ISSSTE.
