The National Company for Road Infrastructure Administration (CNAIR) has initiated the deployment of advanced camera and monitoring systems on Romanian roads.

In mid-August, CNAIR began installing TollRo smart cameras, specifically dual-lens and infrared devices, to facilitate a new distance-based road taxing system for heavy goods vehicles. This system aims to charge transport operators based on actual kilometers traveled rather than traditional methods, with full implementation expected by 2026.

Parallel to the taxing system, CNAIR is implementing traffic calming measures to improve safety in populated areas. By late August, fixed monitoring systems were activated on the DN1 national road between Bucharest and Ploiești, specifically at the entrances to Snagov, Tancabesti, Potigrafu, and Puchenii Mari. These devices use a beam of rays to measure speed from approximately 100 meters and display real-time feedback via digital LED panels using red emoticons for speeding and green smiley faces for legal speeds. CNAIR spokesperson Alin Șerbănescu clarified that these systems are for prevention rather than enforcement; they do not record license plates, take photos, or transmit data to the Traffic Police for issuing fines.

Funded largely through the National Recovery and Resilience Plan (PNRR) with a total value of approximately 100 million lei, the project aims to install 145 such systems nationwide. These locations are selected based on road safety analyses targeting high-risk sectors. This initiative aligns with the National Road Safety Strategy 2022–2030 and includes integrated measures such as red asphalt and resonant road markings.
