Coahuila, Mexico, continues its strategic push to attract semiconductor investments valued between $150 million and $500 million per project. Following a pre-feasibility study by Arizona State University, the state aims to establish manufacturing, packaging, and testing activities. State Economy Secretary Luis Olivares noted that the initial strategy focuses on attracting packaging and testing processes, with the potential to transition into more specialized stages later.

As of the second half of 2026, Pro Coahuila director Sofía Teresa Delgadillo Díaz reports that approximately six companies are expected to announce arrivals in the appliance, manufacturing, and automotive sectors. Within the semiconductor sector, two Asian companies are currently analyzing the possibility of establishing operations. While German and Canadian firms have expressed interest, their evaluations are ongoing. Delgadillo Díaz observed that decision-making for Asian firms has shown variation due to the current commercial landscape and USMCA trade agreement conditions. Currently, there are no reported cancellations or pauses regarding ongoing investment projects.

To consolidate this sector and diversify the local economy, the state must address critical challenges, specifically water availability, energy capacity, and infrastructure. While some private industrial parks provide their own electrical infrastructure, water supply remains a “decisive factor” for finalizing investments. The state is considering regional project distribution across the Frontera, Laguna, Centro, and Sureste regions, with Arteaga and Derramadero highlighted for their industrial park availability.
