Led by Alejandra Barrios Cabrera, the mission intends to monitor voter ID registration starting October 31 to prevent ‘trashumancia electoral’ (voter migration), which can distort local results. The MOE plans to deploy 34 regional coordinations, focusing on municipalities with high or extreme risks to political freedom. The organization aims to provide periodic reports to authorities to address suspicious cases early and prevent legal uncertainty or public disturbances. National Registrar Hernán Penagos noted that the 2027 elections will require significant logistical effort, with more than 110,000 candidates expected. The National Electoral Council (CNE) has also emphasized the necessity of preventing irregular identification card registration to protect election integrity. Concerns persist regarding public order and pressure from illegal armed groups in certain regions. ## Timeline ### 2026-10-22: Electoral authorities in Chihuahua and Colombia prepare for 2027 elections Electoral bodies in Chihuahua, Mexico, and Colombia are implementing preventive measures and observation protocols ahead of the 2027 regional elections. 2 sources. https://clstr.news/cluster/electoral-authorities-in-chihuahua-and-colombia-prepare-for-2027-elections ### 2026-10-21: Colombia's Electoral Observation Mission begins monitoring for 2027 elections Colombia's Electoral Observation Mission (MOE) has launched its monitoring efforts for the 2027 regional elections, focusing on preventing voter migration and ensuring transparency. 4 sources. https://clstr.news/cluster/colombias-electoral-observation-mission-begins-monitoring-for-2027-elections --- Cite as: Colombia 2027 regional election preparations.
