The Colombian Ministry of Transport has initiated a public consultation process to reform the National Traffic Code, which has been in effect for more than twenty years. The initiative seeks to modernize mobility regulations, vehicle technical standards, administrative procedures, and the sanctions regime.

Minister of Transport Elsa Noguera stated the objective is to create legislation that protects lives and ensures enforcement while accounting for the economic and social realities of road users. The reform process involves regional meetings in major cities, including Bogotá, Barranquilla, Cali, and Medellín, alongside a digital platform for citizen input.

During a public dialogue in Barranquilla, various sectors raised concerns regarding the costs of driver's licenses, speed camera enforcement, vehicle impoundment procedures, and pedestrian accessibility. Vice Minister of Transport Miguel Vergara noted the goal is to build a collective reform providing concrete solutions. Discussions also included reviewing breathalyzer test procedures and improving transit authorities' access to the National Unified Transit Registry (RUNT). The consultative process will continue before a formal bill is submitted to the Congress of the Republic.
